Here in NH The NH Non Owner's SR22 certificate demonstrates financial responsibility. In laymen's terms the NH Sr22 is insurance for a person's driver's license. In NH if someone has had a DWI, left the scene of an accident, had an accident without insurance, or has excessive demerit points they can be required by the NH DMV to get a NH SR22 Certificate.
The NH Non-Owner's SR22 Insurance Certificate (which is is also called an "Operator's Certificate") is OFTEN the first step for someone who wants to get back or keep their NH Driver's License. Technically the SR22 is a Certificate of Insurance Coverage that is sent by an insurer to the NH state DMV that says "this person has demonstrated proof of financial responsibility" or this person has insurance.
The Non-Owner's Certificate is ideal for someone who does NOT have a car registered in his/her name. It allows them to drive ANY vehicle that they have permission to drive. We find this ideal for someone who needs a license to drive but that does not at the moment have a car insured and registered in his/her own name.
